
The Minister for Health, Kwabena Mintah Akandoh, has issued a firm directive to the governing boards of health institutions, cautioning them to refrain from interfering in the day-to-day management of their respective facilities. Speaking at the Ministry of Health’s High-Level Mid-Year Review Retreat held in Ho, the Minister emphasized that a clear distinction between governance and administrative functions is essential for fostering accountability and operational efficiency. He noted that while boards are tasked with oversight and strategic direction, the daily operations are the sole responsibility of management teams and Chief Executive Officers.
Minister Akandoh highlighted that interference by board members in administrative duties often leads to unnecessary delays and undermines the effectiveness of health institutions. He urged board members to utilize the ministry’s corporate governance training to better understand their specific roles and boundaries. By focusing on their oversight mandates, the Minister argued that boards can better support management in navigating the complex challenges facing the sector without creating internal power struggles or bureaucratic bottlenecks that ultimately affect patient care.
Addressing the financial landscape, the Minister underscored the importance of prudent resource management and responsible expenditure. In the face of Ghana’s current resource constraints, he tasked boards with making sound financial decisions that prioritize the efficient use of public funds. Akandoh stressed that effective governance is not merely about oversight but also about ensuring that every resource allocated to health agencies is utilized to its maximum potential to enhance the well-being of Ghanaians.
To formalize these boundaries and strengthen institutional structures, the Minister reaffirmed his commitment to providing the necessary Legislative Instruments (LIs). These frameworks are intended to guide operations, promote transparency, and prevent governance infractions within health agencies. By reinforcing these legal and structural safeguards, the Ministry aims to foster a culture of excellence and accountability, ensuring that health institutions remain focused on their primary mission of providing high-quality service delivery across the country.
