Speaker Bagbin and Narcotics Control Commission Lead National Drive for Sustainable Health and Rehabilitation Funding

Ghana is witnessing a renewed institutional push to secure the financial future of health advocacy and rehabilitation services. Speaker of Parliament, Rt. Hon. Alban Kingsford Bagbin, recently signaled this commitment by re-inaugurating the African Commission of Health and Human Rights Promoters (CAPSDH-Ghana) and launching its ambitious Endowment Fund. During the event held at the Labadi Beach Hotel in September 2025, the Speaker emphasized that sustainable financing is the bedrock of protecting the health rights of the most vulnerable. To lead by example, Speaker Bagbin made a personal contribution of GH₵100,000 to the fund, which seeks to raise US$10 billion to ensure long-term operational stability for the Commission.

This high-level support for health sustainability aligns with strategic efforts by the Narcotics Control Commission (NACOC) to address substance use disorders (SUDs) through more robust funding mechanisms. NACOC has been actively engaging with international partners, including the West Africa Program to Combat AIDS and STI (WAPCAS Plus) and the Open Society Foundations, to establish a sustainable Substance Use Disorders and Rehabilitation Fund. Major General Maxwell Obuba Mantey, representing NACOC, highlighted that securing these resources is essential for implementing harm reduction policies and expanding support services to underserved communities across the country.

The drive for financial independence in these sectors is accompanied by a focus on evidence-based policy and grassroots advocacy. While the newly sworn-in five-member board of the African Commission of Health and Human Rights Promoters focuses on policy integration and upholding human dignity, NACOC is preparing for a nationwide survey to capture emerging trends in drug use. This data is expected to inform more targeted public education campaigns and strengthen the enforcement of narcotics laws while ensuring that the human rights of those suffering from addiction are protected through clinical and social interventions.

Ultimately, these combined efforts from the legislative and executive arms of governance reflect a broader national strategy to reduce dependency on ad-hoc funding for critical health services. By establishing multi-billion dollar endowment funds and deepening partnerships with international foundations, Ghana aims to create a resilient health safety net. The success of these initiatives will depend on continued transparency in fund management and the active participation of corporate stakeholders in supporting the government's agenda to provide equitable healthcare and protect the rights of all citizens, particularly those facing social and health crises.
