An Auditor-General’s report has exposed the Ghana Prisons Service for mismanaging GH₵277,625 in wages earned by inmates for work performed for Zoomlion Ghana Limited. Interior Minister Muntaka Mohammed-Mubarak confirmed the findings during a Public Accounts Committee (PAC) hearing, revealing that the funds were diverted to cover unauthorized expenditures. These costs included funeral donations, the purchase of tuna, and repairs to service buses, rather than being paid out to the laboring inmates.
The audit further revealed that inmates were paid significantly less than their contracted amounts due to unauthorized deductions for feeding allowances. While the Interior Minister confirmed that the GH₵277,625 has since been refunded to the Auditor-General’s office, the recovery of these funds has created a new administrative challenge. Many of the inmates who earned the money have already been released from custody and are currently unable to claim their wages because the Prisons Service no longer holds the funds.
To address the payment bottleneck, Minister Muntaka Mohammed-Mubarak suggested that the funds should either be returned to the Prisons Service for direct disbursement or that released inmates should be directed to the Auditor-General’s office to receive their pay. The Chairman of the Public Accounts Committee emphasized the urgent need for better record-keeping and stricter financial accountability within the service to prevent future diversions of inmate earnings.
This financial lapse occurs as the Ghana Prisons Service struggles with broader funding issues for rehabilitation. Director General Patience Baffoe-Bonnie has proposed that the government mandate a 1% allocation from corporate social responsibility (CSR) budgets to support prison reforms. She argued that the absence of a dedicated budget for vocational training and reintegration makes it difficult to equip inmates with the skills necessary for life after release, a sentiment echoed by the Interior Minister as he called for greater private sector support.
