Ghana achieves Tier 1 status in 2026 U.S. human trafficking report

Ghana has officially returned to the top tier of the U.S. Department of State’s 2026 Trafficking in Persons (TIP) Report, marking a significant milestone in the country’s efforts to combat modern slavery. This upgrade to Tier 1 follows seven consecutive years where Ghana was placed on the Tier 2 watch list. The new status indicates that the government now fully meets the minimum international standards required for the elimination of human trafficking.

Data from 2025 reveals a substantial increase in the government's enforcement actions. Ghanaian authorities investigated 222 trafficking cases and significantly ramped up judicial proceedings, moving from 65 prosecutions in the previous year to 212 in 2025. These efforts resulted in 28 convictions. Furthermore, the number of identified victims saw a sharp rise, with officials identifying 2,331 individuals in 2025, compared to just 794 in 2024.

The U.S. report attributed this progress to increased government funding for victim services and enhanced international cooperation. By prioritizing the protection of vulnerable individuals and allocating specific resources to support survivors, the Ghanaian government demonstrated a consistent commitment to addressing the root causes and consequences of trafficking. This progress included more robust training for law enforcement and improved coordination between various state agencies.

Despite the upgrade, the 2026 report highlighted several persistent challenges that require ongoing attention. While the government has made strides in victim identification, there remains a critical shortage of adequate shelters for those rescued from trafficking situations. Additionally, the report noted that issues surrounding recruitment fees—which can lead to debt bondage—continue to pose a risk to workers. Maintaining Tier 1 status will necessitate sustained investment in these areas to ensure that the progress achieved in 2025 is built upon in the coming years.
