Energy Minister Jinapor and President Mahama Drive Major Infrastructure Reforms as MPs Raise Safety Alarms

The Government of Ghana is intensifying its focus on large-scale infrastructure and industrial development, marked by significant progress on the Petroleum Hub in Jomoro and the Green Digital City project aimed at decongesting Accra. Energy Minister Dr. John Abdulai Jinapor announced that agreements for the Petroleum Hub are nearing completion, involving potential partnerships with the United Arab Emirates and the Qatari-based Al Kaabi Holding Group. This strategic initiative, located in the Western Region, is designed to transform Ghana into a regional energy leader through the development of three refineries and five petrochemical plants. Complementing this industrial drive, Paramount Chief Awulae Kwasi Amakye III of the Western Nzema Traditional Council has indicated a readiness to explore alternative compensation frameworks, such as equity ownership and corporate social responsibility projects, to avoid payment delays and expedite job creation for the Jomoro people.

Concurrently, President John Dramani Mahama has received a crucial procurement report to initiate feasibility and consultancy studies for the Green Digital City. This ambitious project seeks to establish a new urban center to house government institutions, providing a sustainable solution to the infrastructure strain and congestion currently facing the capital. While these long-term projects advance, local infrastructure concerns have reached a boiling point in Konongo-Odumase. Residents there have issued a one-month ultimatum to the government to resume work on the stalled bypass project, which is intended to divert traffic from the busy Kumasi-Accra Highway. The construction halt by Kofi Jobs Construction Company has been linked to increased road fatalities and significant economic losses for the local community, prompting threats of mass demonstrations.

In Parliament, lawmakers have voiced urgent concerns over what they describe as a "national safety crisis" regarding the transportation of containers on low-bed trailers. MPs, including Bright Asamoah Brefo and Peter Lanchene Toobu, highlighted the frequency of accidents caused by improperly secured containers falling from trucks, leading to traffic gridlock and loss of life. The lawmakers called for the strict enforcement of Regulation 52 of the Road Traffic Regulations, 2012, and suggested mandatory pre-trip inspections and stricter oversight at checkpoints to protect road users. This push for public safety comes as the Ministry of Foreign Affairs demonstrates its commitment to citizen welfare by issuing free passport replacements to victims of the devastating June 29 floods, with the first batch of 100 beneficiaries already receiving their documents.

On the economic front, the Automobile Assemblers Association of Ghana is making a strategic appeal to the government ahead of the 2026 Mid-Year Budget Review. Association President Jeffrey Peprah has urged Finance Minister Dr. Cassiel Ato Forson to reinstate the 20% VAT waiver on locally assembled vehicles, which was removed at the start of the year. Peprah argues that restoring this incentive is critical for maintaining Ghana’s competitive edge as West Africa’s automotive hub and ensuring continued investment and job creation in the sector. These combined developments highlight a government balancing massive industrial ambitions with urgent calls for public safety, social relief, and economic stabilization.
