CODEO urges government to reform Electoral Commission appointment process

The Coalition of Domestic Election Observers (CODEO) has called on the government to reform the appointment process for Electoral Commission (EC) leadership to safeguard the institution's independence and restore public confidence. The demand comes amid growing concerns over the perceived partisan affiliations of recent appointees, specifically focusing on the selection of Emilia Afi Agbenyo as a Deputy Chairperson. CODEO argues that the current system lacks the necessary transparency to ensure that those leading the nation’s electoral body are seen as impartial arbiters. In a statement outlining its position, CODEO highlighted previous recommendations from the Constitution Review Committee that advocated for a competitive and transparent selection process. Although these proposals were previously rejected by the government, the observer group maintains that incorporating independent scrutiny and meaningful parliamentary oversight is essential. By moving away from a system of direct presidential appointments without rigorous public vetting, CODEO believes the EC can better resist political pressure and enhance its credibility ahead of future elections. The appointment of Ms. Agbenyo has become a focal point of this debate. While CODEO and other critics point to her alleged partisan ties as a risk to the EC’s neutral image, other organizations have voiced their support. The Patriotic Muslim Front (PMF) recently issued a press release endorsing her appointment, describing it as a positive development for the nation's democratic process. The PMF praised Agbenyo’s professional qualifications and personal integrity, urging Ghanaians to support her and reject efforts to discredit her based on political speculation. As the debate continues, the fundamental issue remains the balance between executive authority and the need for non-partisan institutional leadership. CODEO insists that structural reforms are the only way to permanently resolve these recurring disputes over EC appointments. For the PMF and other supporters, the focus remains on allowing qualified individuals to serve the nation without being undermined by political polarization. The resolution of these competing perspectives will likely play a significant role in shaping public trust in the electoral process under President John Mahama’s administration.
