
The Regional High-Level Conference on Governance, Critical Minerals and Conflict in Africa has concluded in Accra with a resolute call for African governments to adopt a new continental strategy for managing their mineral wealth. Held from July 27 to 29, 2026, at the Kempinski Hotel Gold Coast City, the event was convened by the Open Society Foundations (OSF) to address the urgent need for a shift in how the continent’s critical minerals are governed. Participants emphasized that Africa must transition from being a mere exporter of raw materials to a hub for value-added processes, including refining and manufacturing, to ensure sustainable economic development. The proposed governance framework centers on the principles of transparency, democratic accountability, and economic sovereignty. Stakeholders at the conference argued that without robust oversight and citizen participation, the exploitation of critical minerals could exacerbate existing conflicts and environmental degradation. By prioritizing industrialization and local processing, African nations can retain more value from their natural resources, creating jobs and fostering technological innovation. The conference highlighted that this transformation is essential for decoupling Africa’s development from the volatile price cycles of global raw commodity markets. Social inclusion and community protection were also at the forefront of the discussions. Closing speaker Madam Leela Ramdhani underscored the importance of empowering the communities most directly affected by mineral extraction. The conference called for stronger legal protections for mining communities and increased participation from women and youth in the sector's decision-making processes. This human-centered approach seeks to ensure that the benefits of mineral wealth are equitably distributed and that extraction does not come at the cost of human rights or environmental health. As the conference drew to a close, an implementation framework was formally adopted to guide future actions across the continent. This roadmap aims to reinforce democratic governance and drive economic transformation by aligning mineral extraction with long-term peacebuilding and development goals. By fostering regional cooperation and adhering to these new standards of accountability, African leaders have an opportunity to turn the continent’s vast mineral reserves into a foundation for lasting prosperity and stability.
