Prudential Bank CIO Urges Technology Leaders to Prioritize Sustainable Growth and Systems Architecture

World Bank urges developing nations to adopt small AI models

The World Bank is calling on developing nations to prioritize the development and adoption of "small AI" models to drive economic growth and enhance productivity. Speaking at the World Bank and IMF annual meetings in Bangkok, Paschal Donohoe, the bank’s chief knowledge officer, emphasized that these specialized artificial intelligence systems are better suited for emerging economies than the massive, resource-heavy models often seen in the West. By focusing on smaller, more efficient technology, the Bank believes developing countries can bypass traditional infrastructure hurdles. Unlike large-scale AI that requires massive server farms and high-bandwidth internet, these "small AI" models are designed to operate on mobile devices under conditions of low connectivity. Donohoe noted that these models can be trained on specific, localized datasets to provide tailored services in indigenous languages. For instance, in regions like India, such technology could transform the agricultural sector by providing farmers with real-time, expert advice and data-driven insights in their own tongues, directly on their smartphones. However, the World Bank cautioned that the success of AI adoption hinges on fundamental prerequisites, specifically reliable access to electricity and robust digital infrastructure. To bridge the funding gap caused by declining aid budgets from major donor nations, the organization has mobilized approximately $120 billion in private sector capital. These funds are intended to support digital initiatives that can stimulate economic activity while addressing the potential risks AI poses to the job market. A significant concern remains the impact of automation and AI on employment, particularly among the youth in developing regions. The World Bank’s strategy aims to balance the efficiency gains of AI with the need for sustainable job creation. By focusing on localized and specialized AI applications, the organization hopes to foster an environment where technology serves as a tool for empowerment and local economic transformation rather than a source of mass displacement.
