NPA CEO Godwin Edudzi Tamakloe Navigates Fuel Market Turbulence Amid Rising Global Prices

Godwin Edudzi Tamakloe, the CEO of the National Petroleum Authority (NPA), has signaled Ghana’s readiness to manage ongoing volatility in the downstream petroleum sector. Speaking on Joy News’ PM Express Business Edition, Tamakloe highlighted the country's inherent vulnerability due to its heavy reliance on imported refined petroleum products. This dependency makes the local market particularly susceptible to international price fluctuations and geopolitical shocks, such as those impacting global supply chains. The NPA boss emphasized that under his leadership, the authority has been proactively managing these market pressures since February 2025, with results he described as satisfactory despite the challenging external environment.

In response to climbing international oil prices, the NPA has adjusted its regulatory framework, recently raising the price floor for petrol to GH16.00 per litre and diesel to GH16.77 per litre for the second September pricing window. These adjustments are already reflecting at the pumps, with some Oil Marketing Companies like Star Oil setting prices as high as GH16.77 for petrol and GH17.77 for diesel. To further safeguard local availability, the Bulk Energy Storage and Transportation Limited (BOST) has limited its exports to prioritize domestic supply, ensuring that the country maintains adequate reserves during periods of high demand or supply chain disruptions.

Beyond immediate pricing floor adjustments, the government has utilized broader economic tools to buffer the impact of global shocks. Analysis from the Institute for Energy Security (IES) suggests that exchange rate stability and a significant drop in inflation to 5% have helped mitigate the full pass-through of rising crude costs. Specific interventions, including a GH2.00 per litre diesel subsidy initiated earlier in the year and strategic pricing structures, have prevented even more severe price escalations. This multifaceted approach has been crucial in absorbing shocks stemming from geopolitical tensions, such as those recently affecting the Strait of Hormuz.

Tamakloe maintained that while the fuel market is effectively "built for turbulence," strong leadership is required to navigate both favorable and adverse cycles. He underscored that maintaining a resilient cedi and healthy strategic petroleum reserves are more sustainable long-term defenses than permanent subsidies. As the NPA continues to monitor global developments, the focus remains on balancing consumer protection with the commercial viability of the petroleum sector, ensuring that Ghana can withstand further international market instability while maintaining a steady flow of refined products.
