Moody’s Ratings has upgraded Ghana’s long-term issuer rating from Caa1 to B3, citing a sustained commitment to fiscal discipline and a notable easing of domestic financing costs. This move signals a significant step in the country's economic recovery, reflecting an improved capacity to meet debt obligations compared to the previous year. The rating agency noted that the upgrade is supported by the current government's efforts to stabilize the economy through rigorous financial management and reduced government borrowing costs.
While the credit rating improved, Moody’s revised the outlook for Ghana from positive to stable. This shift suggests that the agency expects credit conditions to remain steady in the immediate future without further rapid upward movement. Additionally, Moody’s adjusted the country’s currency ceilings; the local currency ceiling was raised to Ba3 from B1, while the foreign currency ceiling was moved to B1 from B2. These adjustments indicate a reduction in the risks associated with private sector debt and an improvement in the overall investment environment.
The agency attributed much of the economic progress to favorable commodity prices, particularly for gold, which have significantly bolstered Ghana’s export revenues. These external gains, combined with domestic fiscal restraint, have helped the country build better external buffers despite global challenges such as conflicts in the Middle East. Moody's highlighted that debt affordability has improved, placing Ghana in a stronger position to manage its financial commitments than it was during the height of its recent economic challenges.
Looking ahead, the sustainability of the new B3 rating will depend on the government’s ability to maintain its current trajectory of fiscal prudence. Moody's emphasized that continued restraint and the further strengthening of external buffers are essential for long-term stability. Although the rating remains in speculative territory, the upgrade is viewed as a validation of the ongoing structural reforms and a positive signal to international and domestic investors regarding the country's financial health.
